Lede
This page assembles Georgia's published endorsement route for an RN or LPN already licensed elsewhere: GOALS filing, verification, practice recency, criminal-background review, compact mobility, the older temporary-work-permit policy, every stated fee and timeline, and the original sources. Georgia vocabulary is licensure by endorsement, GOALS, NLC, and temporary work permit. The authenticated portal and current fingerprint-vendor price remain uncaptured. Confirm applicability with the board itself. All amounts are quoted from the sources, not a total calculated for you.
The pathways, as the board describes them
RN endorsement. The rule applies to an RN licensed in another U.S. state, territory, or district. It requires an application, nonrefundable processing fee, criminal-background-check registration, education and license verification, and recent-practice documentation. One stated option is "Five hundred (500) hours of licensed practice as a registered nurse" within the preceding four years. Chapter 410-3.
LPN endorsement. Rule 410-3-.02 separately names "Licensure by Endorsement (LPN)" and requires the LPN's application, fee, background-check registration, education and licensure evidence, and rule-specific documentation. Chapter 410-3.
Compact practice. Georgia says the NLC increases access to nursing care and allows practice in other NLC states without additional licenses. The captured board page does not state the move deadline or distinguish a Georgia single-state application from a multistate application. NLC page.
The published process
Practice while the application is pending. A 2019-reviewed board policy says a 45-day temporary work permit may issue to an out-of-state endorsement or reinstatement applicant to complete Georgia fingerprint requirements. It states: "The temporary work permit is not renewable and will expire in 45 days" and "A second temporary RN work permit will not be reissued." Because the current GOALS how-to page does not repeat this policy, confirm present availability with the board. Policy manual.
The board also publishes a flowchart for a nurse declaring a new primary state of residence, and it answers this question in both directions where the how-to guide and the FAQ do not. Where the new primary state of residence is not a compact state: "You may not practice in a non-compact state until you receive a temporary or permanent license." Where the nurse arrives from a compact state and the new primary state of residence is Georgia: "Upon establishing residency you may continue to practice in the new state with the former state multistate license only until the multistate license in the new PSOR is issued." Verification of the existing license. The RN rule requires "Verification of current, active licensure in another US state, territory or district" along with examination and education evidence. The authenticated workflow is not visible in the captured public pages. Chapter 410-3.
Fingerprints and the background check. Georgia's FAQ states that RN and LPN applicants must complete a criminal background check; the rules require registration that causes submission of that check. The current vendor amount does not appear in the captured sources. Nursing FAQ; Chapter 410-3.

Fees, as stated in the sources
All quoted; none totaled.
Endorsement and processing. The fee schedule states "Endorsement" and "$75.00". It separately says the processing fee is "$5.00" online and "$10.00" on paper. An older paper RN form states "Application Fee $75.00 + $10.00 Processing Fee". The current FAQ says paper applications are no longer accepted, so the paper amount is preserved as historical rather than selected for a current filer; that form has since been withdrawn from the board's site and its address returned 404 on Aug 29, 2026, so the line is quoted from this project's retained Aug 26, 2026 capture rather than from a document a reader can now retrieve. Fee schedule.
Background check and temporary permit. The sources require a background check but state no vendor amount. The captured temporary-work-permit policy states no separate permit amount. What any of this means for a particular application is for the board to determine.
Timelines, as stated in the sources

Application review. "Applications are reviewed on a first in/first out basis." No number of days for permanent endorsement appears on the FAQ, RN how-to, rules, fee schedule, compact page, policy, or older form. Nursing FAQ.
Practice recency. The RN rule states a four-year lookback and one option of 500 hours of licensed RN practice. Chapter 410-3.
Temporary work permit. The older policy states 45 days, nonrenewable, and no second RN permit. Policy manual.

Aug 29, 2026 · Rebuiltagainst a re-capture; one quotation moved and one source was withdrawn. All six live sources were re-captured mechanically on Aug 29, 2026. sos.ga.gov and rules.sos.ga.gov reject curl, Python urllib and host curl with a full browser header set alike, all with HTTP 403, which puts the block at the TLS-fingerprint layer rather than in the headers; curl_cffi impersonating Chrome 124 reaches every source, and that is the transport of record for this jurisdiction. Findings: (1) the board's compact sentence moved, and the page now quotes the current wording, "Under the NLC, nurses can practice in other NLC states/territories, without obtaining additional licenses.", in place of the wording captured Aug 26, 2026, which read Under the NLC, nurses can practice in other NLC states, without having to obtain additional licenses. — the board added territories and dropped having to. The superseded wording is set here in italics rather than quotation marks on purpose: it is no longer in any current source, so quoting it would fail the fidelity check for the right reason, and the capture that holds it is retained at tools/packets/history/georgia/, where a reader of this record can find it; (2) the paper RN Licensure by Endorsement application was withdrawn from the board's site between Aug 26 and Aug 29, 2026 and now returns 404, as does the same filename without its _0 suffix, while sibling forms at the same path return 200 over the same transport — the document is gone rather than the fetch failing, and the board's how-to guide no longer links it; (3) two facts on this page were sourced solely to that form, the older board address at 237 Coliseum Drive and the form's combined "Application Fee $75.00 + $10.00 Processing Fee" line, and both are retained on the page against this project's own dated capture of the withdrawn document, with the withdrawal stated wherever they appear and in the source map, rather than being carried as though the document were still retrievable or dropped along with the record that it existed; (4) the blast radius was smaller than the withdrawal first suggested — the current address, "3920 Arkwright Rd", "Suite 195", "Macon, Georgia 31210", and the telephone number still verify from the how-to guide and the FAQ, and the "$75.00" endorsement fee and the "$5.00" online and "$10.00" paper processing fees still verify from the fee schedule, so only the old address and the form's combined line ever lost their evidence; (5) the how-to guide now links an endorsement flowchart in the withdrawn form's place, and it is captured and quoted because it answers the practice-while-pending question in both directions where the how-to guide and the FAQ do not; (6) that flowchart's branches sit side by side on the page, and a layout extraction interleaves adjacent boxes onto shared lines so that no sentence survives contiguous — it is captured with a reading-order extraction instead, which is recorded so a later capture does not silently produce a document no quotation can match.
