The pathways, as the board describes them

A caution about the board's own link, before the route. The board's endorsement page offers two documents, "LPN Endorsement Licensure Requirements (PDF)" and "RN Endorsement Licensure Requirements (PDF)". Both currently serve the same file. The document behind the registered-nurse link is headed "PRACTICAL NURSE – LICENSURE BY ENDORSEMENT/RECIPROCITY" and states "The non-refundable application fee is $50.00." — where the board's own fee table sets "RN Endorsement" at "$75". A registered nurse who follows the board's registered-nurse link therefore reads practical-nurse requirements and a fee that does not apply. The registered-nurse sheet does exist, at the same directory with RN in place of LPN in its name, and this page quotes it; it is simply not reachable from the board's endorsement page as that page currently stands. Endorsement, as the sheets state it. The first step is the application itself: "Go to the Maine State Board of Nursing website. Select I want to "apply for a license" and follow the instructions." The board attaches a condition to who may complete it: "Applications must be completed by the applicant themselves; nobody is permitted to complete the application on behalf of the applicant." A photograph, specified in more detail than most boards attempt. The applicant must "Upload a recent, colored, unedited photograph that displays a clear, recognizable, full-face view (headshot). Must be forward-facing, have clear resolution and proper lighting. Do not use any filters or additions. No full-body shots, visibly inappropriate clothing, glasses glare or hats. No other people or objects in the background." and the board states what it will reject: "Copies of passports, 2X2 passport-style photos, or copies of ID/badge photos will be rejected." Disclosure, which reaches further than a conviction. "Full disclosure of any criminal history or professional disciplinary action is required during the application process whether or not you were convicted." and, on any affirmative answer, the applicant is "expected to disclose and explain your entire criminal offense history whether or not you were convicted." A letter is required — "A signed and dated detailed letter of explanation is required, narrating the circumstances surrounding the criminal record or disciplinary action, rehabilitative changes since the time of the disciplinary action, and how you ensure that a similar situation will not be repeated." — together with "Supporting court documents" for "any incidents that occurred less than 10 years ago". Nurses educated outside the United States and Canada. Education "MUST be verified through TruMerit (formerly CGFNS) in the form of a CES Report if education is outside of United States or Canada" where the applicant is not licensed in another United States jurisdiction, and the board names one it will not take: "We cannot accept verification/review through other entities (e.g., JSILNY)." It adds a rule with its own date: "Effective May 22, 2023, applicants who have been educated in a foreign educational facility (in a country other than the United States and Canada), and who are seeking licensure in Maine from the Maine State Board of Nursing, must report" all foreign licenses for verification through TruMerit. The published process

Practice while the application is pending. No temporary permit, temporary license or provisional authorisation appears anywhere in the captured sources. The requirement sheets set out the route in numbered steps and none of them offers an interim right to practise; the board's licensure menu lists examination, endorsement, advanced practice, renewal and reactivation with no such instrument among them. What the board does publish for a nurse arriving on a compact license is the multistate rule quoted in the docket above — practice on an active multistate license is permitted without an additional Maine license — and, for a nurse whose primary state of residence is Maine, the requirement to hold a Maine license follows. A nurse holding a single-state license elsewhere and moving to Maine is not addressed by any pending-practice statement in these sources. The absence is recorded, not filled. Verification of the existing license. The board asks for the original license and names the channel with its price: "Verification of licensure is required through NURSYS if your original license was issued in a NURSYS participating state. There is a $30 fee that must be paid via Visa or Master Card." Where that does not reach: "If your license was issued by a state that does not participate in NURYS, contact the appropriate Board directly and request verification of licensure be provided to Maine State Board of Nursing." — the misspelling of the system's name is the board's. On education, the board states who may not be the courier: "Verification of the education program cannot be received from the applicant." RN requirements.

Fingerprints and the background check. One vendor only: "IdentoGo is the exclusive vendor that is responsible for processing your fingerprints." The board publishes both the fee and the expiry in the same sentence, and tells the applicant what to do about it: "There is a $52 fee for this process and results are only valid for 90 days, so coordinate appropriate timing with your examination." It repeats the window on its own — "Criminal background check results are only valid for 90 days." — which for a relocating nurse is the figure that governs when to start. Results obtained any other way are refused: "The Maine Board of Nursing cannot accept fingerprint cards or criminal background check results mailed by you, or results that were completed for another facility, even if the previous check was completed through the Department of Public Safety and the Federal Bureau of Investigation." On what a record means, the board is unusually explicit that nothing is automatic: "There is no crime listed in Maine State law that automatically disqualifies an applicant from becoming a Nurse, however the Board may consider whether the applicant has been sufficiently rehabilitated to warrant the public trust. Some factors that would be considered are the nature of the conviction, when it occurred, facts and circumstances surrounding the event, etc." RN requirements.

Fees, as stated in the sources

Endorsement, from the board's fee table. The table gives "LPN Endorsement" at "$50" and "RN Endorsement" at "$75", alongside "LPN Exam" at "$50" and "RN Exam" at "$75" — examination and endorsement are priced the same at each level. Fees & Fines.

The same amounts as the requirement sheets state them. The registered-nurse sheet: "The non-refundable application fee is $75.00." The practical-nurse sheet: "The non-refundable application fee is $50.00." Both are consistent with the table; the difficulty is only in reaching the right sheet, as section 01 records. The background check, paid to the vendor. "There is a $52 fee for this process". RN requirements.

Verification, paid to the national system. "There is a $30 fee that must be paid via Visa or Master Card." The board's own table also lists "Verification of Licensure" at "$30". RN requirements; Fees & Fines.

Fines for practising without a license, which few boards in this collection publish as a schedule at all, and which a nurse who lets a license lapse mid-move should read before anything else. For ninety days or less, the board records a "Lapsed License Letter of Concern regarding timely renewal and license requirements to remain in the file for a period of 5 years." For longer: "Unlicensed practice or holding oneself out as a nurse without a license for 91 days or more:" then "consent agreement offer for an admission, warning, and $500 fine; or" a requirement to meet the Board. A repeat carries the same figure: practising unlicensed while a letter of concern is on file draws a "consent agreement offer for an admission, warning and a $500 fine." Fees & Fines.

Timelines, as stated in the sources

The background check's ninety days. "Criminal background check results are only valid for 90 days." — stated twice, once with the instruction to plan around it. RN requirements.

Seven first-party captures taken mechanically through this jurisdiction's capture recipe; every source is served by curl with a pinned browser string, and the three PDFs extract with pdftotext. Findings: (1) the board's endorsement page links the wrong file for registered nurses — the link labelled "RN Endorsement Licensure Requirements (PDF)" serves the practical-nurse document, byte-identical at 179,830 bytes to the file its own LPN link serves, from an archive directory; a registered nurse following it reads a sheet headed PRACTICAL NURSE and a $50.00 fee where the board's fee table sets registered-nurse endorsement at $75; (2) the registered-nurse sheet does exist, at the same 2026-06 directory with RN in place of LPN in the file name, and this page quotes it, because it is a first-party board document at a board address — that it is unreachable from the board's own endorsement page is recorded as a finding rather than treated as a reason to leave the level uncovered; the wrongly-served file is captured under its own URL as a separate source, so if the board fixes the link that source stops reproducing and the next review lap will say so; (3) Maine publishes no temporary permit, temporary license or provisional authorisation of any kind — the requirement sheets set out numbered steps with no interim right to practise among them, and the licensure menu has no such instrument — so a nurse holding a single-state license elsewhere and moving to Maine has no pending-practice statement addressed to them in these sources; (4) the compact rule turns applicants away rather than merely qualifying them: if the primary state of residence is a compact state other than Maine, the board states the nurse is not eligible for Maine licensure at all; (5) the background check runs through one named vendor, costs $52, and its results expire in ninety days, which the board states twice and pairs with an instruction to time it deliberately; results obtained for another facility or posted by the applicant are refused; (6) the board publishes a schedule of fines for unlicensed practice keyed to duration, with the line at ninety-one days and a $500 fine beyond it, and a letter of concern that stays on file five years — few boards in this collection publish anything comparable, and it is the sharpest thing on this site for a nurse whose license lapses mid-move; (7) the board states that no crime automatically disqualifies an applicant, while reserving the rehabilitation judgment to itself; (8) applications must be completed by the applicant personally, and the photograph specification is more detailed than most boards attempt.
