The pathways, as the board describes them

RN/LPN licensure by endorsement. The board's ordinary page states: "To be endorsed in the State of Maryland, all applicants must have obtained licensure by NCLEX exam and follow the steps below:" The page then asks whether the current active nursing license used for endorsement is a compact multistate license; an applicant answering no remains on that page, while an applicant answering yes is routed to the compact process. The compact-license endorsement process. The separate page labels itself: "This Process is ONLY for Applicants who hold an ACTIVE Compact Unecumbered license and would like to obtain Licensure by Endorsement in Maryland". The spelling Unecumbered is reproduced as published. Compact process.

The multistate privilege while Maryland endorsement is pending. For an applicant with an active multistate license, the board states: "If applying for endorsement and you have an active multistate license, you are not eligible for a temporary license." It immediately states the bridge: "You are allowed to work in Maryland under your compact license until your permanent Maryland license is issued." Licensure by endorsement.

The temporary license. On the ordinary endorsement page, the board names a "Temporary 90-day license" and states that applicants for temporary licenses must use a permanent mailing address. The current fee schedule carries "RN and LPN Temporary License | $70.00". The currently capturable pages do not state an issuance clock, extension, or renewal rule. The published process

Practice while the application is pending. The board publishes two different bridges. For an active multistate license, "You are allowed to work in Maryland under your compact license until your permanent Maryland license is issued." That applicant is ineligible for a temporary license. For the ordinary endorsement path, the board publishes a "Temporary 90-day license fee - $70.00" and requires applicants for temporary licenses to use a permanent mailing address. The linked RN/LPN licensure FAQ, which may contain more detail, returned the board's "File Not Found" response on every direct transport used and remains capture-pending. Verification of the existing license. The endorsement page states: "Using Nursys.com, your “original” state of licensure must be verified" and "Once registration is completed in nursys.com, your license verification is immediately available for verification". This is the verification of the license used for Maryland endorsement. A separate board page concerns Maryland verifications sent outward: "Verification/Letter of Good Standing requests must be submitted online through the NURSYS website." Fingerprints and the background check. Maryland calls this "Background Check/Fingerprinting" and requires the application within 48 hours after fingerprinting. The board publishes "Agency Authorization# 9300000850" and "ORI# (if required): MD920480Z" for both Maryland and out-of-state applicants. Its CHRC page states: "The Board is only authorized to retain CHRC information for 90 days." The June 2026 Livescan form repeats the agency and ORI numbers. Fees, as stated in the sources

Endorsement and temporary license. The detailed schedule states "RN and LPN Endorsement | $230.00" and "RN and LPN Temporary License | $70.00". The endorsement page states the same figures as "Permanent license fee - $230.00" and "Temporary 90-day license fee - $70.00". Services and fees; licensure by endorsement.

Renewal. "Biennial Active Licensed Practical Nurse renewal | $165.00" and "Biennial Active Registered Nurse renewal Includes $26 MHCC fee | $191.00*". The schedule adds: "The Maryland Health Care Commission (MHCC) fee assessed to Active status RNs varies on an annual basis." Services and fees.

Findings recorded rather than smoothed: (1) the board divides endorsement between an ordinary page and a separate compact-license process page, and the latter publishes Unecumbered in its opening label; (2) the compact page states that Maryland was the first state to join the NLC in 1999 and that a multistate license reaches forty-three participating states, with the page marked updated April 16, 2026; (3) an active multistate-license holder is ineligible for Maryland's temporary license and may work under the compact privilege until the permanent license issues, while the ordinary page publishes a 90-day temporary license but no issuance clock, extension, or renewal rule; (4) the endorsement page, detailed schedule, and fee-update page agree on $230 for RN/LPN endorsement and $70 for the temporary license; (5) the ordinary endorsement page links an archived June 2019 Livescan form, while the current CHRC page links a June 2026 form, and the June 2026 form itself spells Baltimore as Batlimore; both versions are held without choosing between them; (6) the endorsement page requires verification of the original state through Nursys, while the separate Verification / Letter of Good Standing page concerns Maryland verification sent outward; (7) the live FAQ index links `FAQs-Licensure.pdf`, but every direct transport returned the board host's File Not Found response and the filename was absent from the public SharePoint Documents listing on the retrieval date; no processing time or additional temporary-license condition from a stale search copy is carried onto this page. Aug 31, 2026 · Four fee quotations corrected; capture recipe adopted. The four fee quotations in section 02 — "RN and LPN Endorsement", "RN and LPN Temporary License", "Biennial Active Licensed Practical Nurse renewal", and "Biennial Active Registered Nurse renewal Includes $26 MHCC fee" — were printed with the service name and the amount separated by a single space, as though the board had written a sentence. It had not: each is a two-cell row of an HTML table, the service in one cell and the amount in the other, and the space was introduced by the Aug 27 capture method, which joined a row's cells with one. The error was ours. Each now carries a vertical bar between the cells, which is this project's standing convention for a cell boundary and exists so that a boundary cannot be mistaken for punctuation a source printed. The board's figures are unchanged, and nothing on the fee schedule moved. On the same date the sources were re-captured by a new capture recipe, tools/recipes/maryland.json (eleven sources, plain curl, main scope, the Livescan form through pdftotext -layout), which supersedes the hand methods of the earlier captures. That recipe was possible only after tools/capture.py learned to decode Cloudflare's email obfuscation: the board publishes no email address as visible text anywhere on its site, so every address — mdbon.nets@maryland.gov among them — survives only inside a data-cfemail attribute, and a capture that read text nodes alone could not vouch for a contact this page prints.
