The pathways, as the board describes them

Reciprocity. An out-of-state nurse applies for a Massachusetts license by reciprocity. Eligibility includes approved education, good moral character, NCLEX, another state or District of Columbia license, and a valid Social Security number. Eligibility.

Compact not yet operational. The dedicated page says implementation is underway but not effective, and applications are not available. The board estimates implementation between May and November 2027. NLC page.

Work begins after issuance. The application page says: "You can start work as a nurse once your license number appears on the board's website." Application page.

The published process

Practice while the application is pending. The current eligibility page states: "Massachusetts does not issue temporary licenses". An older emergency-era temporary form remains online but states temporary licensure ceased when the public-health emergency ended. Eligibility; historical form.

Verification of the existing license. Every held license is verified through Nursys; for a nonparticipating state, the applicant contacts that board and follows its proof instructions. Application page.

Fingerprints and the background check. The NLC page says the board received conditional FBI approval in May 2026, but the reciprocity eligibility and application pages publish no operational fingerprint procedure or amount. The portal screens and implementation instructions remain pending. NLC page.

Compact implementation target. The board's NLC page states that the Board "received conditional FBI approval for federal background checks in May 2026 and is targeting NLC implementation for May 2027". Its NLC FAQ, on the same page, answers the when-question with implementation that "is targeted for May 2027". The earlier estimate captured Aug 27, 2026 — between 12-18 months (May-November 2027) — no longer appears in any current source; the capture that held it is retained in this project's packet history. Renewal cycle. RN licenses expire on birthdays in even-numbered years; LPN licenses on birthdays in odd-numbered years. Application page.

Reciprocity processing. No ordinary processing clock appears on the eligibility, application, NLC, or historical temporary-form pages. What this means for a particular application is for the board to determine.

Aug 30, 2026 · Rebuilt against a re-capture; one timeline moved and two quotations were re-set. All four sources were re-captured mechanically on Aug 30, 2026 through the jurisdiction's new capture recipe (plain curl throughout — mass.gov returns 403 to a pinned browser user-agent and 200 to a bare fetch, the reverse of the usual case, recorded in the recipe so nobody "fixes" it). Findings: (1) the board's NLC timeline moved — the sentence captured Aug 27, 2026, which estimated between 12-18 months (May-November 2027) from conditional FBI approval, no longer appears in any current source, and the page now quotes the current wording, which targets NLC implementation for May 2027, stated on the NLC page and repeated in its FAQ; the superseded wording is set in italics rather than quotation marks on purpose, and the capture that held it is retained in the project's packet history; (2) the two fee quotations were re-set to quote the fee table cell by cell as published, in place of a space-joined row reading the cells as one sentence the board never printed; both amounts, $275 and $30, are unchanged; (3) the recipe's wider scope now reaches the application and eligibility pages' own H1 route names, closing the Aug 29, 2026 review finding that the original capture was too narrow to support the quoted route name.
