The pathways, as the board describes them

Endorsement. The board states who the route is for and that it is not optional: "If you have been licensed by examination in the U.S. as an RN or LPN and wish to practice nursing in Minnesota, you must obtain a Minnesota license through the process of licensure by endorsement." Endorsement instructions.

One application, two ways to file it. "Apply online or print the application from the Board's website. If applying by paper, complete the paper application form, sign, and submit the application with the fee to the Board by mail." The board states which form: "You must submit either a Registered Nurse Licensure by Endorsement Application form or a Practical Nurse Licensure by Endorsement Application form." No compact route is published in these sources. No multistate license, privilege, or primary-state-of-residence rule appears anywhere in the six captured sources. Where the board publishes nothing, this page says so rather than supplying a route from elsewhere. Endorsement instructions.

Employment history the board requires. "If you have ever worked as a nurse, you must have your most recent employer complete and submit a Confirmation of Nursing Employment form." Where the applicant is not currently working, the board directs the form to the most recent nursing employer, and states "Upon completion, you must return the form to the Board." Continuing education, on the board's own trigger. "You may need to report continuing education or successfully complete a refresher course depending on how long it has been since you last practiced nursing." The board states it initiates that: it "will contact you if you are required to report continuing education" once the employment form has been processed. Endorsement instructions.

The published process

Practice while the application is pending. Minnesota publishes a real bridge and puts the request on the application itself. "On the Licensure by Endorsement application, you may request a temporary permit to practice in Minnesota while your application is under review." The board states the term and its ceiling: "If you meet the requirements for a temporary permit, the Board will issue a permit which is valid until the Board grants you a license or for 60 days, whichever comes first. The permit cannot be extended or renewed." The application packets carry the request as a single line — "A temporary permit allows you to practice nursing in Minnesota for 60 days." above "I request a permit to practice nursing." — and the board attaches a warning to the sixty days that a relocating nurse meets after the fact: "Do not delay submitting requirements; delays may result in the expiration of your permit or the loss of authorization to practice in Minnesota while your application is processed." No requirements for the permit are stated separately from the application's own; the board's phrasing conditions it on meeting them. Endorsement instructions; RN packet.

Verification of the existing license. Minnesota asks for the first license as well as the current one, which catches nurses who have moved before. "Submit verification from the state, territory or province in which you were first licensed. Also submit verification from the state, territory or province that issued the license you are currently using to practice nursing if that is different than your state of initial licensure." The board states the arithmetic itself: "(i.e., two verifications are needed if the state where you were first licensed is different than the state where you have most recently practiced nursing)." On the system: "Most states process their verification of licensure requests through Nursys." For a state outside it, the board directs the applicant to that state's own paper requirements. Fingerprints and the background check. The board publishes the sequence and the office. "The following business day after submitting your application for endorsement, the Criminal Background Check office will send you a fingerprint packet by email." It also states that nothing already done counts: "The fingerprinting and criminal background check requirement for licensure with the Minnesota Board of Nursing is independent of any other fingerprinting or background check you may have done in the past or will have done in the future." Fees, as stated in the sources

The board's own stated amounts. Both endorsement packets, RN and LPN alike, print the same line: "Total Due: $137.00 in U.S. funds ($105.00 application fee and $32.00 criminal background check fee)." The total in that sentence is the board's own, printed on its form; nothing on this page is added up. The packets state the payment condition beside it: "No personal checks. Non-refundability, stated twice. The endorsement page repeats it on its own: "All fees paid to the Minnesota Board of Nursing are non-refundable." and cites the statute for it. Endorsement page.

The temporary permit. No separate amount for the permit appears in any captured source; the permit is requested on the application the stated fee covers. RN packet.

Processing. No clock for reviewing an endorsement application appears in any captured source. The only period the board states is the sixty days of the permit, which runs whether or not the review has finished — the board says as much in warning that delays may cost the permit or the authorisation to practise.

Aug 30, 2026 · Page created, after a deferral earlier the same day. This jurisdiction was deferred during the nightly build and then unblocked by a change to the capture tool, and both halves belong in the record. The block: mn.gov sits behind a Radware bot manager that challenges the first request of any client — HTTP 200, real HTML, titled for the bot manager rather than the board, with nothing in the status code to say so — and serves the true document only to a later request on the same session, once the challenge cookie is set. capture.py's curl-cffi transport opened a fresh connection per source, so under it every request was a first request and every Minnesota HTML source came back blocked. What caught it rather than letting a challenge page into the packet was the recipe's scope selector: a challenge page has no `#content`, so the capture raised instead of writing the challenge in as evidence. The fix, made on the owner's instruction and not by the nightly on its own: an optional per-source `warm` list of URLs fetched first inside one shared session, plus a `pace` delay, both curl-cffi-only, both joining the recipe digest only when set so that no digest already recorded in an existing packet moved. Per-source rather than per-run on purpose, so that re-capturing one source reproduces the same text as capturing the whole recipe. capture.py's self-test carries the new cases, including the digest-stability one; all eleven recipes lint clean and the ten digests predating the change are unchanged.

Findings in the sources themselves, six captured first-party: (1) the words compact, multistate, and NLC appear nowhere in any of the six — not on the homepage, the endorsement page, the instructions, the contact page, or either application packet — and that silence is recorded as an absence with the pages searched, with nothing asserted from the compact commission's roster; (2) the temporary permit is real, sixty days, requested by ticking a line on the endorsement application rather than by a separate filing, and the board states it cannot be extended or renewed; (3) the sixty days run from issuance regardless of where the review has reached, which is why the board's own warning about delay is quoted beside it; (4) verification reaches back to the state of first licensure as well as the current one, so a nurse who has moved before owes two verifications, and the board does that arithmetic itself in the source; (5) the fingerprint packet arrives by email the business day after filing, from a separate Criminal Background Check office with its own mailbox and telephone number, and no earlier background check counts; (6) both packets state the same amounts, $105.00 application and $32.00 criminal background check, with the board's own total of $137.00 printed on the form — quoted as the board's total, not calculated here — and no separate amount for the permit; (7) the board publishes no processing clock; (8) the office address appears in two forms, with "Suite 120" on the contact page and "#120" on the packets, recorded as published; (9) source artifacts preserved verbatim, including the endorsement page's live content-management error text about a region tag with no publication configured, and the packets' dropped spaces where the raw extraction runs words together. Automated or AI-assisted decision-making: none located; the terms artificial intelligence, automated decision, and algorithm return nothing across the six captured sources, and that scope is recorded in `research/ai-disclosure.jsonl`.
