The pathways, as the board describes them

Endorsement, and the license it presupposes. The board requires a live license somewhere, and publishes one exception to that: "A current/active license is required to endorse your license to Mississippi; however, if you have only held a license in a compact state and are not able to reinstate your license due to your primary state of residence you may still endorse into Mississippi as long as your lapsed license is unencumbered." Its own questions section states the rule again in statutory terms: "Mississippi Board of Nursing law requires endorsement applicants to hold a current/active license in another state or territory or evidence of eligibility for reinstatement of licensure in a compact state if that compact state were the applicant's primary state of residence." Who is sent elsewhere. Two classes are directed off this route. "If you have held a Mississippi license before and wish to reactivate, please refer to the reinstatement application." and "Applicants from countries outside the United States or territories, who have not taken the NCLEX, please refer to the Licensure by Examination application." Advanced practice, which the board answers on this page. "If you are an APRN, you may use your Compact RN license from another compact state if your primary residence is out of state. If your primary residence is Mississippi then you would need to obtain a Mississippi RN endorsement license (single or multi-state)" — the double space and the missing full stop are the board's. An identification requirement stated as absolute. "You must have a valid Social Security Number. You will not be able to complete the application without including your SSN." Licensure By Endorsement.

Proof of residency, where Mississippi is declared. The board lists what it will take — "Current MS driver's license", "MS voter's registration", "MS Federal income tax", "W2 from US government or any bureau, division or agency thereof indicating MS as declared state of residence", "Military form number 2058" — and closes the list: "Any other forms will not be accepted". The published process

Practice while the application is pending. For a nurse arriving on a compact license, the board publishes a bridge in one sentence: "If you hold a compact license from another state and have moved to Mississippi, you may continue to practice on your compact license while your endorsement process is under review." For everyone else, there is no such statement in the captured sources. Mississippi does publish temporary permits, and both turn out to belong to other people. One is for new graduates: "A new graduate (a person that has graduated from an accredited nursing program within the last three months) is eligible to apply for a temporary permit." It runs ninety days, must be supervised — "The practice must be performed under the supervision of a registered nurse or a licensed physician if the new graduate is practicing in a physician's office." — and dies on the examination: "If the new graduate fails NCLEX, the temporary permit becomes invalid and the new graduate is no longer able to work off the temporary permit." The other attaches to a reorientation programme: "The board may issue a temporary permit to any nurse during the time enrolled in a board-approved nursing reorientation program upon submission of required application and fees". Verification of the existing license. The board names the system, the product within it, and the fallback. "Submit verification of your original license by visiting" www.nursys.com, then click the link the board names as Nurse License Verification for Endorsement. Where that does not reach: "If you were originally licensed in a state that is not listed through the NURSYS verification, you will need to contact your original Board of Nursing to request verification." Note which license is asked for — the original one, not the current one. Transcripts travel on their own channels, and the board names three and forbids the rest: an official transcript may be sent "electronically through Parchment transcript service (the recipient will be MS Board of Nursing)", through the "National Clearinghouse", or "mailed directly from the registers office of your nursing program to the MS Board of Nursing (see address below)." The board states the constraint twice: "Choose only" "one" "of the above methods to send transcripts." and transcripts "cannot" "be mailed by the applicant to the Board, hand delivered, faxed, or emailed to Board staff." Fingerprints and the background check. The board will not take anyone else's: "Only the fingerprints and CBC performed by the Mississippi Board of Nursing will be" "accepted" — the emphasis is the board's. The order is fixed and the mechanism follows the application: "After submitting the endorsement application, you will be able to register for your CBC (criminal background check)." Two ways of giving prints are published: "You can select either to schedule an appointment to be printed at our office or you may request to have a fingerprint card mailed to you." The endorsement application. Under the heading "FEES (all fees are non-refundable)" the board states three lines: "RN $100", "LPN $60", and "CBC $75". The third is the criminal background check, charged alongside the application rather than folded into it; the board does not total them and neither does this page. Licensure By Endorsement.

Late renewal. A separate amount the board states in its renewal material: a fee "required for all late renewal 2 applications. That fee is $75." with the consequence stated: "License will not be renewed to active status until the criminal background check is completed." Applications and Forms.

No amount is published for either temporary permit in the captured sources, though the reorientation permit is stated to require "submission of required application and fees".

Timelines, as stated in the sources

Processing, answered by the board as a refusal to state one. Asked how long a license takes, the board answers: "There is no timetable for issuing licenses. A license will only be issued when all requirements are completed. Applications are processed on a first-in, first-out basis" — the missing full stop is the board's. This is the plainest statement of its kind in the collection, and it is quoted rather than converted into an estimate. Licensure By Endorsement.

The new graduate permit. Ninety days, and the board states the clock three ways: "The new graduate may work within their scope of practice with the temporary permit for 90 days.", "Temporary permit expires at 90 days from the date of issuance/approval", and "Within those 90 days, the new graduate must test and pass NCLEX." A failure to sit the examination ends it: "If the new graduate does not take NCLEX within the 90 days of holding the temporary permit, the permit becomes invalid". The reorientation window. The board's alternative to a reorientation programme is stated with its own period: "Completion of twenty contact hours of continuing education directly related to nursing practice within the two (2) year" period, against a reorientation programme completed "within the five (5) year period immediately prior to such application for renewal or reinstatement of the nursing license." The compact bridge. Stated without a limit: practice may continue on the out-of-state compact license "while your endorsement process is under review." No outer bound on that period appears in the captured sources. Licensure By Endorsement.

Four first-party captures taken mechanically through this jurisdiction's capture recipe; every source is served by curl with a pinned browser string, and the endorsement page's accordion sections arrive in the response, so no browser is needed. Findings: (1) Mississippi publishes two temporary permits and neither is available to an endorsement applicant — one is a ninety-day supervised permit for new graduates that dies if the examination is failed or not sat, the other attaches to a board-approved reorientation programme — so the only pending-practice statement reaching a relocating nurse is the compact one, and a nurse arriving on a single-state license is unaddressed in these sources; (2) the board answers the processing question by declining to give a period at all, in terms worth quoting exactly: there is no timetable, a license issues when the requirements are complete, and applications are handled first in, first out; (3) the compact bridge is stated without an outer bound — practice continues on the out-of-state compact license while the endorsement is under review, with no limit published; (4) the board does not state its compact membership in so many words anywhere in these sources, only the consequences of it, so the docket row quotes the consequences; (5) verification is required of the original license rather than the current one, and the board names a specific product within the national system rather than the system generally; (6) transcripts may travel by exactly three named channels and the board twice forbids the applicant carrying them, including by email to staff; (7) the board refuses any background check but its own, and the check is priced separately from the application at seventy-five dollars rather than folded into it; (8) a capture observation about the site rather than the board's materials, recorded because it is visible in the packet and a later reader would otherwise wonder: this Drupal site is served with Twig theme debugging left enabled, so its HTML carries template-path comments that the text extractor renders into the capture forty times over.
