The pathways, as the board describes them

Licensure by endorsement. The current rule names the route "Licensure by Endorsement in Missouri—Registered Nurses (RNs) and Licensed Practical Nurses (LPNs)." It states: "A professional/practical nurse licensed in another state or territory of the United States may be entitled to licensure provided qualifications are equivalent to the requirements of Missouri at the time of original licensure." 20 CSR 2200-4.020.

The filing route differs across current board materials. The RN and LPN pages say "Apply Online" and direct applicants to MOPRO; the October 2025 checklist repeats "click APPLY FOR A LICENSE." The June 2025 letters instead state that the application and documents "must be mailed to our office. We do not accept them electronically." The multistate route. The board states that the NLC allows a nurse with an active multistate license "to practice physically and/or electronically/telephonically in other NLC states without applying for and obtaining an additional license." Its online checklist says Missouri-resident RNs and LPNs who meet the uniform licensure requirements "will be issued a multistate license." LPN endorsement letter; online checklist.

The single-state license. The endorsement letters state that an applicant whose primary state of residence is a noncompact state and who meets the other licensure requirements "may receive a single state license valid for practice only in Missouri." They also describe a Missouri single-state application where the applicant does not meet the uniform licensure requirements in the compact primary state of residence. RN endorsement letter.

The published process

Practice while the application is pending. The current rule states: "A single state temporary permit may be secured for a limited period of time of six (6) months if otherwise eligible" until licensure is granted or denied or the permit expires, whichever comes first. The June 2025 RN and LPN letters describe automatic issuance for a qualifying applicant and state: "You may only be issued one (1) temporary permit in your lifetime." Verification of the existing license. The October 2025 checklist states: "Go to www.nursys.com and click on “Request Verification” to request verification of your other state nursing licenses to Missouri." The rule separately requires "official verification of licensure from all states and/or territories." Online checklist; 20 CSR 2200-4.020.

Fingerprints and the background check. The current fingerprint page opens: "Apply for your license FIRST through the MOPRO portal" and then directs registration with MACHS under code 0001. It states that the name, date of birth, and Social Security number used for MACHS "must match the same information on your application to the board." The rule requires "state and federal fingerprint or other biometric criminal background checks as administered through the Missouri State Highway Patrol." Fingerprint page; 20 CSR 2200-4.020.

Fees, as stated in the sources

Current endorsement amounts. The current rule states "Application for License by Endorsement—RN $105" and "Application for License by Endorsement—LPN $ 101". The online payment layer. The October 2025 checklist names "the required application fee" and says payment is by credit card or electronic check, but does not state an amount. The authenticated MOPRO screen remains capture-pending. Online checklist.

Historical fee sheets still served by the board. Two PDFs marked "Last updated July 26, 2016" state "RN Endorsement Application Fee" as "$55" and "LPN Endorsement Application Fee" as "$51". Fingerprinting. The endorsement letters state that the criminal-history process "requires payment of a separate fee to the fingerprint vendor"; no amount appears in the captured board sources. RN endorsement letter.

Standing condition. The current rule states: "All fees are nonrefundable." The online checklist states: "All fees are non-refundable and non-transferable." 20 CSR 2200-4.010; online checklist.

What any of this means for a particular application is for the board to determine.

Timelines, as stated in the sources

All quoted; none calculated.

Temporary permit. "six (6) months"; the permit ends earlier if licensure is granted or denied. The endorsement letters state that only one temporary permit may be issued in a lifetime. 20 CSR 2200-4.020; LPN endorsement letter.

Application clock. The October 2025 checklist states: "All applications expire one year from the date the application is submitted." The June 2025 letters state the clock from the date the application is signed. Both formulations are held unreconciled. Online checklist; RN endorsement letter.

Renewal cycle. The RN letter states: "RN licenses expire April 30th of every odd-numbered year." The LPN letter states: "LPN licenses expire May 31st of every even-numbered year." RN endorsement letter; LPN endorsement letter.

Permanent endorsement. No overall processing clock appears in the captured online checklist, endorsement letters, licensure pages, fingerprint page, or current rules. What any of this means for a particular application is for the board to determine.
