The pathways, as the board describes them

Endorsement, and the line that divides it from examination. "If you are licensed/certified in another state, you must apply for a license/certificate by endorsement. If you are a new graduate (not licensed/certified in another state) you must apply for a license/certificate by exam." Endorsement requirements.

The multistate privilege. No such route appears in the captured sources; the board states it is not a compact member, as quoted in the docket above.

Two conditions that close the route. On practice history: "Nurses must have practiced nursing within the previous five years to qualify for licensure. If you have not practiced nursing within the immediately preceding five years you will be required to complete a refresher program or retake and pass the NCLEX before you will be eligible for licensure." And on practical nurses specifically, a condition the registered-nurse route is not given: "LPNs must hold a current, active license in another state." The board also states an identification requirement: "You must have a valid US social security number or individual taxpayer ID number to qualify for certification or licensure in Nevada." Nurses educated outside the United States. The instructions state the documents — a transcript "which must indicate a nursing degree and graduation date" together with "a copy of the related learning experience (RLE) report, if applicable" — and an English requirement conditioned on time: "If you have been a licensed nurse in the United States less than five (5) years prior to submission of your application to Nevada, you are required to successfully pass one of the following English proficiency examinations:", with the accepted scores stated one by one, including "The Internet-based (IBT) TOEFL minimum score of 84, with a minimum of 26 in spoken English;" and, as an alternative to sitting one at all, "Provide documentation of successful completion of an English proficiency exam accepted by another US board of nursing that was used to obtain a license in that state." A criminal conviction. The board states its approach rather than a rule: "The Board considers each case individually and considers factors such as evidence of rehabilitation when they decide whether to license people with criminal convictions." Standard Answers to Frequently Asked Questions.

The published process

Practice while the application is pending. Nevada publishes a real bridge, and the applicant does not have to ask for it. "Once you've submitted your initial application Board staff will determine if you are eligible for a one-time temporary license. Temporary licenses are issued as a courtesy and are valid for six-months. A temporary license may not be extended or reissued." The board's questions sheet states the same instrument from the other direction: "All applicants for initial licensure/certification in Nevada must apply for a permanent license. As a courtesy, Nevada issues one temporary license/certificate to qualified applicants who apply for permanent licenses, while we await receipt of other documents, including fingerprint results." and "If you are eligible for a temporary one will be issued to you once your application is processed which may take up to a week." What the temporary license is bridging is stated plainly in the fingerprint step below: the permanent license waits on reports that may take months. Verification of the existing license. Nevada asks for the first license, not the current one: "You must request official Verification for Endorsement from your original state of licensure by examination. Please visit www.nursys.com to submit a Nurse License Verification for Endorsement Request." It names the product that will not do: "Note: Printing a QuickConfirm License Verification will not satisfy this requirement." and publishes a route for two jurisdictions the system may not cover: "If you have taken the NCLEX for licensure in Canada or Australia, please contact your regulatory agency regarding how to request official license verification." Evidence of graduation travels separately, and the board states what it will not take there either: "Please do not submit a copy of unofficial transcripts." Endorsement requirements.

Fingerprints and the background check. This is the longest clock in Nevada's published route, and the board says so itself. "Completed fingerprint card OR electronic fingerprint submission. Electronic fingerprint submission is only available if you are in Nevada" — which puts a relocating nurse who has not yet arrived on the paper card. The board states the gate: "A permanent license will not be issued until the Board receives fingerprint reports from the Nevada Department of Public Safety and the Federal Bureau of" Investigation "and any issues have been resolved." and then the wait, with its own advice attached: "Due to various factors, it may take up to four (4) months for the Board to receive the official fingerprint results from the Department of Public Safety and FBI; therefore, you are strongly encouraged to fingerprint immediately." Prints taken for anyone else are unusable, and the board explains why: "If you have previously been fingerprinted for your place of employment or another board of nursing, we are unable to use those results. Federal law prohibits the sharing of fingerprint information. You will need to be fingerprinted specifically for the Nevada State Board of Nursing." One exemption is published: "If you have completed fingerprints for the Nevada State Board of Nursing within the previous six months you are not required to submit fingerprints again." Fees, as stated in the sources

Endorsement. The fee schedule states the two amounts as separate lines: "RN by endorsement $100" and "LPN by endorsement $90". The endorsement instructions state both in one sentence: "A completed application submitted via the Nevada Nurse Portal, including a fee of $90 (LPN) $100 (RN)". Renewal and the late fee. "Renewal Application Fees Fees" then "RN $100" and "LPN $100", with a line the board annotates itself: "Late fee -- RN/LPN only (Nevada has no" "grace period)" at "$100". Fee Schedule.

A reduction for military applicants and their families. The board states it twice. On the schedule: "If you are an active United States military member or the spouse of an active United States military member, a United States military veteran or the spouse or the surviving spouse of a veteran you will qualify for a 50% reduced application fee as long as a copy of your/your spouses military ID or other form of documentation is submitted with your application." In the questions sheet, with its citation and the documents named: applicants in those categories "shall be charged 50% of the licensure by endorsement fee stated in NAC 632.190 providing submission of the following Board approved document(s) are received:" then "A copy of his/her or his/her spouse's, United States military issued DD214; or" and "A copy of his/her or his/her spouse's current United States military issued identification card." No amount is stated for the temporary license anywhere in the captured sources; it is not a line on the fee schedule. The schedule does carry fingerprinting and verification amounts, but its layout does not survive text extraction in reading order — the figures arrive separated from the labels they belong to — so they are left to the source rather than paired here by inference.

The temporary license. Six months, once. "Temporary licenses are issued as a courtesy and are valid for six-months. Processing, stated twice at two lengths. The endorsement instructions state "Applications and documents are processed in approximately one week." The questions sheet states "Applications are processed in 1-2 weeks." and adds what the first week buys: "If your application is complete and meets the criteria for issuance of a license/certificate, we can generally issue your temporary license/certificate within one week of receipt of your application." Both figures are reproduced as published. The fingerprint wait, which governs the permanent license. "it may take up to four (4) months for the Board to receive the official fingerprint results from the Department of Public Safety and FBI" and, in the questions sheet, "It can take up to 4 months for the Board to receive your fingerprint reports." Set against a temporary license of six months, those are the two numbers a relocating nurse most needs beside each other; the board publishes both and this page does not do the arithmetic. How long the application stays alive. "Your application for licensure is valid for one year from the date received by the Board. It is your responsibility to follow up with the Board to determine the ongoing status of your application." Endorsement requirements.

Address changes. "You must notify the Board within 30 days of any change in your address of record." Endorsement requirements.

Two things the board states it will not do. "Nevada does not issue hard card licenses. No license card will be mailed to you." and "You will not receive notice of licensure expiration dates or licensure renewal dates from the Board. Seven first-party captures taken mechanically through this jurisdiction's capture recipe; every source is served by curl with a pinned browser string, and the five PDFs extract with pdftotext. Findings: (1) Nevada answers the compact question itself and answers it no — "No, Nevada is not a member of the Nurse Licensure Compact (eNLC)." — in a questions sheet that is the only document in the captured set to mention the compact at all; (2) a capture hazard worth inheriting, and the reason this page took a detour to build — the board's site renders most pages through a builder that serves a plain fetcher nothing but a shared About-and-Contact sidebar, so `/faq/`, `/nsbn-news/` and `/licensure-certificates/` return the same 1,449 characters and the word endorsement appears in the raw HTML of none of them; the board's own WordPress REST API does answer, and searching it for that word returned exactly one page, `/faq-2/`, which renders server-side and catalogues every instruction sheet the board publishes; (3) the temporary license is unusual in this collection in being neither requested nor discretionary in the ordinary sense — board staff determine eligibility once the application arrives, it issues as a courtesy, it runs six months, and it cannot be extended or reissued; (4) the board publishes a fingerprint wait of up to four months for the reports that gate the permanent license, against an application it says it processes in about a week, and it publishes both figures without setting them against each other; (5) the two documents state processing at two lengths, approximately one week on the instruction sheet and one to two weeks in the questions sheet, and both are reproduced unreconciled; (6) verification is required from the original state of licensure by examination rather than the current state, and one particular verification product is named as insufficient; (7) the fee schedule dates itself 1/2023 while sitting at an upload path dated 2026/02, so the schedule is older than its address suggests, and both are recorded; (8) the schedule's fingerprinting and verification amounts do not survive extraction in reading order — the figures arrive separated from their labels — so they are left to the source rather than paired here by inference; (9) a fifty per cent fee reduction for military members, veterans and their spouses is published twice, once on the schedule and once with its statutory citation and the documents required; (10) the same fingerprint instruction sheet is published at two upload paths, 2026/01 from the forms index and 2026/06 from the home page, recorded and not reconciled; (11) the board's own title for its endorsement sheet carries a slip, "License Practical Nurse", preserved here as published; (12) the board publishes two offices with separate fax lines and a single toll-free number, and directs most correspondence to the portal message centre instead.
