The pathways, as the board describes them

Candidate application for a nurse licensed elsewhere. The current page says the previously used Examination and Endorsement applications "have been combined into one" Candidate application. A nurse licensed in another state applies as an RN or LPN Candidate. Applications page.

Endorsement in the rules. The rules separately retain the endorsement route for an RN or LPN licensed in another U.S. jurisdiction and require the application, fees, and verification from every jurisdiction where ever licensed. Chapter 37.

Compact and single-state outcomes. The current pages state that a qualifying Candidate receives a multistate Compact license; one who does not meet compact requirements may receive a single-state license. A holder of an active, unencumbered multistate license issued by another compact member has a privilege to practice in New Jersey. NLC page.

The published process

Practice while the application is pending. The applications page links an Official Application for a Temporary Courtesy License. The form requires age 18, direct verification from every jurisdiction, and five years of nursing-experience history; the rules tie eligibility to good-standing licensure in an equivalent jurisdiction. The captured sources state no general automatic practice authority merely because a Candidate application is pending. Temporary application; rules.

Verification of the existing license. The rules require verification from every U.S. jurisdiction where the applicant was ever licensed. The older instructions distinguish Nursys-listed boards from direct board verification. Rules; endorsement instructions.

Fingerprints and the background check. Compact eligibility requires state and federal fingerprint-based checks. The older endorsement instructions say metropolitan-area applicants receive digital instructions by mail; for the described card route they state "$58.69" payable to Morpho Trust. Fees, as stated in the sources

Older endorsement instructions. "$200.00" consisting of "$120.00 license fee", "$75.00 nonrefundable application fee", and "$5.00 mandatory nonrefundable Alternative to Discipline fee." Temporary courtesy license. No amount appears on the current applications page, temporary application excerpt, or captured rules excerpt. What any of this means for a particular application is for the board to determine.
