The pathways, as the board describes them

Endorsement. NCBON requires original and current-license information, education, employment history, verification from the original state and—if different—the last state practiced, and a board-conducted criminal background check. It states: "An active North Carolina license cannot be issued when another Compact State is declared as the primary state of residence." RN/LPN by Endorsement.

Compact practice and a move into North Carolina. A nurse moving from another compact state may "continue to practice nursing under your current compact state license" while seeking the North Carolina license, provided it remains active and multistate. But NCBON states: "You will not be issued a North Carolina license until you declare North Carolina or a non-compact state as your primary state of residence." RN/LPN by Endorsement.

The single-state license. NCBON's compact page states that applicants who do not meet the uniform multistate requirements "may still be eligible for a single state license." Verify a Compact License.

The published process

Practice while the application is pending. A Temporary License is "valid for up to six (6) months only or until the permanent license has been issued (whichever comes first)" and "can only be issued once per lifetime." It may issue only within the first six months after endorsement filing. The board limits the route to active non-compact licenses or single-state licenses in compact states; it does not issue one to a holder of an active multistate license. Hard-copy fingerprints are required for the temporary-license review, and the endorsement page says the permit cannot be renewed or extended. Endorsement FAQ; endorsement page.

Verification of the existing license. NCBON requires verification from the original state and, if different, the last state practiced. For Nursys participants it directs applicants to select "Request Verification"; for non-participants, it says to ask the nursing board to send verification directly to NCBON. RN/LPN by Endorsement.

Fingerprints and the background check. The board requires a "Criminal Background Check conducted by the North Carolina Board of Nursing." Before a temporary license, out-of-state applicants must supply "hard-copy fingerprints, forms and fee"; North Carolina residents must submit the Live Scan application and have results received, or submit a hard-copy fingerprint card. Fees, as stated in the sources

Background check and temporary license. The board names a fingerprint/background-check fee but does not state its amount in the captured sources. No separate temporary-license amount appears. What any of this means for a particular application is for the board to determine.

Timelines, as stated in the sources

Application and background check. The application and criminal-background-check record remain active "for one (1) year"; incomplete applicants must repay fees. RN/LPN by Endorsement.

Temporary license. Up to six months or permanent licensure, whichever comes first; it must issue within the first six months after application and is once per lifetime. Endorsement FAQ.

Compact move. "Nurses relocating to another compact state have 60 days from the time they move to apply for a new license by endorsement" in the new primary state. Compact page.

Initial license term. "13-24 months." Renewal is every two years, with expiration on the last day of the birth month. No permanent-endorsement processing clock appears. What any of this means for a particular application is for the board to determine.
