The pathways, as the board describes them

Single-state endorsement. Form RS-04 states who it is for: an applicant who is "licensed in another state or U.S. territory that is a member board jurisdiction of National Council of State Boards of Nursing; and" was "originally educated in a nursing program approved by a member board jurisdiction in the United States or U.S. Territory; and" has "not previously held a license (at the same level) in Oklahoma; and" wants to "endorse your license into Oklahoma as a single-state license." The board states what that license does: "A single-state Oklahoma license will allow you to practice nursing in Oklahoma only." Form RS-04.

Multistate endorsement, and the residence precondition. Form RS-51 states the effect — once "the Board grants the multistate license, the nurse can then engage in nursing practice in any of the Enhanced Nurse Licensure Compact states without having to obtain additional licenses." — and then a gate stated in the imperative: "Do not submit this application unless you declare Oklahoma as your primary state of residence; otherwise, Board staff will not proceed with review of your application." The compact page states the same right in its own words: "RNs and LPNs with an NLC multistate license are able to practice nursing in other NLC states, without having to obtain additional licenses." The sixty-day rule for a nurse who has already moved. The board publishes the commission's rule and dates it. "Starting Jan 2, 2024, a new NLC rule became effective." and "Nurses relocating to another compact state now have 60 days from the time they move to apply for a new license by endorsement in a new primary state of residence." The board reproduces the rule text: "402(2) A multistate licensee who changes primary state of residence to another party state shall apply for a multistate license in the new party state within 60 days." Nurses educated outside the United States. A separate instruction sheet, Form RS-05, governs that case and prices it differently; see the fees below. Form RS-05.

The military routes. Form RS-04 states two. On fees: "if you are an active duty military personnel or the spouse of an active duty military personnel who has received orders or notice for military transfer or honorable discharge to this state, upload a copy of the United States Uniformed Services Identification and Privilege Card and a copy of the military member's Permanent Change of Station (PCS) orders. No application fee is required." followed by "Following confirmation that you hold a valid license in another state that is in good standing and reasonably equivalent to the requirements of this state, a temporary license will be granted within 30 days." Separately, for a military spouse short of the practice hours the ordinary route requires, state law "allows you to practice nursing in the state of Oklahoma for one hundred twenty days (120) after submission of an application and fees for licensure to the Board", conditioned on holding "an active, unencumbered license from another state or territory;" having "no health-related license in a disciplinary status; and" furnishing "to the employer satisfactory evidence of current, unencumbered licensure in another state or territory." The published process

Practice while the application is pending. Oklahoma publishes a temporary license on every endorsement route, requested on the application form itself. On the single-state route: "Temporary License: To request a temporary license which is valid for 90 days, check the box in the application where you may request for a temporary license." On the multistate route the same instrument is offered with a limit stated twice — "To request a temporary single-state license which is valid for 90 days, check the box in the application where you may request for a temporary license." and "Please note that the temporary license shall NOT grant multistate licensure privileges." — the second time in the fee block at the head of the document: "(Please note a temporary license ONLY allows for practice in Oklahoma. It does NOT offer multistate temporary privileges to practice)". The multistate instructions also list conditions: "A completed application form;", "Fee for endorsement and for the temporary license;" and "Proof of current unrestricted licensure in another state, territory or country with no history of arrest or disciplinary action requiring further review;". Before any of it, the board states a rule that reaches earlier than the first shift: "You must obtain a temporary or permanent license prior to working in a position requiring a license, including participation in orientation for positions requiring licensure." Verification of the existing license. The board names the channel and states what it must carry: "A verification of licensure status, graduation from an approved nursing education program and degree received, and completion of the licensing examination must be submitted by Nursys, if the state participates in Nursys, or by your original state of licensure." with the fallback stated: "If education information is not provided by the state, an official transcript will be required." The board adds one thing an applicant can do to shorten it: "To avoid delays, you may request that an official transcript be sent directly to the Board office." and one thing that lengthens it: "If disciplinary action has been taken, approval of the Board may be required." Fingerprints and the background check. The requirement and its order are both stated, and the order runs the opposite way from what a prepared applicant would guess. "State law (59 O.S. § 567.18.B.) requires each applicant for licensure to have a fingerprint-based background check which must not be completed prior to submission of the application for licensure." The board explains why: "The Oklahoma Board of Nursing is not authorized to receive criminal history record information prior to receiving an application". Instructions follow the application rather than precede it — "Once your application has been submitted, you will be provided with detailed instructions regarding obtaining the background check." — and the board states what the check consists of: "fingerprint-based searches of the Oklahoma State Bureau of Investigation (OSBI) and Federal Bureau of Investigation (FBI) Criminal History Record Information databases and name index searches of computerized databases containing criminal history records." The board also states a turnaround: "The results of the search are provided directly to the Board office by the OSBI usually within one to two weeks." Its dedicated background-check document states the rule's start: "Effective January 1, 2013, the Oklahoma Board of Nursing requires through law" that applicants for licensure by examination or endorsement, among others, "have a fingerprint-based background checks conducted prior to being licensed in Oklahoma." Fees, as stated in the sources

Single-state endorsement, nurses educated in the United States. The instruction sheet states at its head: "Application Fee = $85.00" and "If a temporary license is requested – Add $10.00". Form RS-04.

Multistate endorsement, nurses educated in the United States. "Application Fee = $150.00" and "If a temporary license is requested – Add $10.00". Form RS-51.

Single-state endorsement, nurses educated outside the United States. The board itself sets out this amount as a sum of two parts, and it is quoted as the board writes it: "Application Fee - $125.00 (Endorsement $85.00 + Education Equivalence Evaluation $40.00)", again with "If a temporary license is requested – Add $10.00". Form RS-05.

No fee at all, for one class of applicant. "Per 59 O.S. § 4100.8, if you are active duty military personnel or the spouse of an active duty military personnel who has received orders or notice for military transfer or honorable discharge to this state, there is NO fee required to submit this application." Form RS-04.

What the board states about getting any of it back. "Fees submitted are not refundable." and, on the wrong form being filed, "Pursuant to O.A.C. 485:10-1-3 (b) (2): REFUNDS WILL NOT BE PROCESSED FOR SUBMISSION OF AN INCORRECT APPLICATION". Which of the four instruction sheets applies is therefore a question the board answers and this page does not. Form RS-04.

Timelines, as stated in the sources

The temporary license. Ninety days on both endorsement routes: "To request a temporary license which is valid for 90 days, check the box in the application where you may request for a temporary license." Form RS-04.

The military temporary license. "a temporary license will be granted within 30 days." following confirmation of the out-of-state license. Form RS-04.

The military spouse practice period. One hundred and twenty days, as the board states the statute: it "allows you to practice nursing in the state of Oklahoma for one hundred twenty days (120) after submission of an application and fees for licensure to the Board". Form RS-04.

How long an application stays alive. "Applications to the Board are valid for one year after receipt with the exception of Applications for Multistate Licensure for Existing Active or Not Active Oklahoma Licensees, which are valid for six months." and "After the time period of validity has elapsed, a new application and fee must be submitted." The compact clock for a nurse who has moved. "Nurses relocating to another compact state now have 60 days from the time they move to apply for a new license by endorsement in a new primary state of residence." Compact page.

Processing. The board publishes no stated period for reviewing an endorsement application in the captured sources. It states the ordering rule — "All applications are reviewed in the order they are received." — the condition that lengthens review — "If further review is required, including but not limited to a report of criminal history or positive results from the fingerprint-based state and federal criminal background check, the processing time may be lengthened." — and directs readers to a quarterly statistics report for averages, which is not among the captured sources. Findings: (1) Oklahoma publishes four endorsement applications, not one — single-state and multistate, each again for nurses educated inside and outside the United States — with four instruction sheets and three different fees, and the board states that a fee paid on the wrong one is not refunded, so which sheet applies is the first question the route asks; (2) the temporary license is real, ninety days, requested by ticking a box on the application itself and priced at ten dollars on every route; (3) on the multistate route the board states twice, once in the body and once in the fee block at the head of the document, that the temporary license confers no multistate privilege and permits practice in Oklahoma only; (4) the fingerprint rule runs backwards from the usual instinct — the check "must not be completed prior to submission of the application for licensure", because the board states it is not authorized to receive criminal history record information before it has an application; (5) the license must exist before employment orientation, not before the first shift, which is stated on the pending-application page rather than in any instruction sheet; (6) the board publishes an application-validity clock, one year for most applications and six months for two named multistate ones, after which a fresh application and fee are required; (7) the multistate route is gated on declaring Oklahoma as primary state of residence, and the board states plainly that staff will not proceed with review otherwise; (8) two of the board's pages date themselves in their own body copy — the compact page Jun 03, 2026 and the contact page Mar 02, 2026 — which is uncommon in this collection and is recorded as published; (9) the board publishes a postal address and a physical address that are different places, and both are stated here without reconciliation; (10) the instruction sheets date themselves by a cumulative revision line rather than a single date, and the source map carries the whole line, because reducing it to the latest entry would misstate what the board prints; (11) the board publishes no processing period, only an ordering rule, a condition that lengthens review, and a pointer to a quarterly statistics report that is capture-pending.
