The pathways, as the board describes them

Two choices, made on one application. The department asks the applicant to pick a license type and a way of obtaining it. On type: "RN/LPN - Multistate – Your PSOR is Rhode Island or will be in the 60 days following submission of this application AND you have held an unencumbered multistate license OR you are a first-time applicant." and "RN/LPN – Single State – Your PSOR is a Non-Compact State OR you are not eligible for the multistate license." The first of those is worth reading closely: residence may be satisfied prospectively, sixty days ahead, so a nurse who has not yet moved is not thereby excluded. Endorsement, stated as a condition rather than a route. The heading the department gives this group is set in capitals — all endorsement applicants — and they are identified simply: "If you have already taken the NCLEX Exam and are licensed in another state." A nurse who should not apply here at all. The department states it plainly: "If your PSOR is in a Compact state do not apply for RI MSL - you will need to apply to your state of Primary Residence." Nursing Online Initial Application Requirements.

Upgrading an existing single-state license. For a nurse already licensed in Rhode Island: "If your PSOR is Rhode Island and you hold an Active Unencumbered Single State License. You will use your Registration Code and RI license number to Login and Apply for the Multistate License." with proof of residency uploaded, and one thing expressly not required again: "You are NOT required to obtain a new background check." Military applicants, and nurses trained abroad. For the first: "Complete the Military Veteran Expedite Form". For the second, at either route: "Completion of the requirements of TruMerit." Nursing Online Initial Application Requirements.

Returning after a gap, which the board grades. The board's own approved guidance sets three bands: "RNs who have not practiced nursing for up to two years, no remediation is recommended."; those out "for at least two years and up to five years will be required to take a Board-approved competency test, to provide confirmation of a passing grade on the test, and to provide clinical demonstration and proficiency."; and beyond five years, a "Board-approved RN refresher course—which shall include a pre-test and post-test and to demonstrate clinical competency." These are stated as recommendations the board adopted on a dated occasion rather than as rules. Nurses.

The published process

Practice while the application is pending. Rhode Island publishes no temporary permit, temporary license or provisional authorisation in the captured sources. The requirements sheet sets out license types, obtaining options and required documents with no interim right to practise among them, and the board's own page offers none. What the department publishes for a nurse arriving on a compact license is the multistate privilege quoted in the docket — practice in any compact state on an active unencumbered license held in the primary state of residence — and the instruction that a nurse whose residence remains in another compact state should not apply here at all. Verification of the existing license. The requirement reaches every license, not the current one: "License Verification- You must request verification from all other state boards in which a license was issued. Verifications are done online at www.NURSYS.com." One state is singled out by name, with its own portal: "If you have held a license in (PA) you must request a verification, be sent directly to us. Fingerprints and the background check. The department does not run it and does not name a vendor; it refers the applicant to another agency entirely: "Background Check With Fingerprints - You must apply to the Department of Attorney General for a national background check supported by fingerprints." No fee, no turnaround and no validity period for it appear in the captured sources. The one thing the department does state about it is negative and useful: a nurse upgrading an existing Rhode Island single-state license to multistate is "NOT required to obtain a new background check." Proof of residence, which the license type turns on. "Proof of Primary State of Residency (PSOR) – Upload one of the following documents.
