The Nurse Licensure Compact

The compact is the one genuinely shared layer in nurse licensure mobility: an interstate agreement with its own commission, which publishes its own rules, its own uniform licensure requirements, and its own member roster. This page will carry those published materials — quoted, double-dated, and linked to the originals — built to the same specification as every state page, from its own captured source packet.

It is not built yet. It is first in the build order, ahead of the exemplar states, because state pages refer to it. Until it exists, each state page's compact row still stands on its own: it quotes what that state's board itself publishes about participation, which no shared page replaces.

A state page and this page may disagree, because their publishers sometimes do. Where that happens, both statements will be quoted, each on its own page, and the discrepancy recorded as a finding — reconciled nowhere, per the project's standing rule.
